About Susan
Susan Marks built a layered educational foundation before entering regulation. She earned a M.A. in unique education from California State University, Fresno in 1988 and a Ph.D. in unique education from the University of Oregon in 1995. Years later she returned to high school for a J.D. at Arizona Summit Law School, completing the diploma in 2015. Her educational record anchors a career that crosses education, studies and legal practice.
She moved into higher education in 2001, becoming a member of Northern Arizona University as a professor of special education. In the study room she taught graduate courses and supervised applied research. Her academic work addressed evaluation and behavior supports for college kids with disabilities. Over time she mixed scholarship with hands-on education, mentoring graduate college students and advising on program development.
Marks added legal training to that background in the mid-2010s. After earning her Juris Doctor in 2015 she opened Susan Marks & Advocates, PLLC, running as owner and lawyer. She later reorganized her practice and in 2023 established the Law Office of Susan Marks, PLLC. She is licensed to practice in Arizona and in the Navajo Nation. She additionally holds a Board Certified Behavior Analyst designation at the doctoral degree (BCBA-D), a credential that ties her medical and educational talent to her legal work.
Her combined credentials tell the kinds of matters she handles. She approaches instances that involve education plans, behavior helps and disability lodging thru each legal and behavioral lenses. That dual point of view affects how she prepares for administrative proceedings, drafts individual education software materials and consults on coverage questions. Colleagues and clients come upon a lawyer who can explain technical behavior evaluation concepts and translate them into legal arguments.
Marks’ practice is a part legal counselor, part technical adviser. She works with families, school groups and agencies on disputes and making plans. In administrative settings she attracts on pedagogical studies and professional requirements for behavior evaluation. Outside proceedings she offers training and written advice meant to prevent conflicts from escalating.
Today she practices from the Law Office of Susan Marks, PLLC, combining her background in special schooling, behavior evaluation and regulation to address education and disability-associated things.
