He has labored on permitting disputes, administrative hearings, and contested enforcement things that require each technical knowing and legal analysis. His background in history and regulation contributes to a methodical approach to records and precedent when assembling arguments or making ready for proceedings.

Pakola is licensed to practice in New York and earlier than the United States Court of Appeals for the Second Circuit. That aggregate has led him to tackle each trial-degree and appellate assignments. He has treated briefing and oral argument in appeals and prepared administrative history for agency hearings. His practice has concerned interactions with regulatory businesses, drafting feedback on proposed guidelines, and advising clients on obligations under environmental statutes and regulations.

Today he practices in New York, where his work continues to blend environmental regulatory matters with appellate advocacy. He advocates for clients in hearings earlier than state businesses, in trial courts, and on appeals, and his recent practice concentrates on environmental law, administrative procedure, and appellate litigation.
