Thomas Estes built a legal basis within the late Nineteen Eighties and early 1990s. He attended the University of Virginia from 1987 to 1990 and earned his law degree from the College of William and Mary in 1991. He returned to William and Mary for a Doctor of Juridical Science, finishing the S.J.D. in 1996.
