About Matthew
Matthew Mitchell constructed his legal foundation in New England. He earned a B.A. in political science from the University of New Hampshire in 1980. He then finished a J.D. at Vermont Law School in 1985, reading environmental regulation law, and returned there for a master’s degree in environmental law, awarded in 1992.
Early in his career Mitchell mixed courtroom work and regulatory practice. He developed familiarity with federal appeals procedures and state regulatory systems. Over time he further admissions that broadened where he can represent clients: he is admitted in the 1st Circuit, New York and Massachusetts.
Mitchell’s training in environmental law has formed much of his work. He has treated things that intersect company rulemaking, allow challenges and adherence counseling. He strategies those problems by parsing statutes and administrative history, building written arguments and preparing for proceedings. He also spends time on transactional and advisory tasks which are generally a part of environmental practice, similar to drafting permit conditions and advising on due diligence for real estate transactions.
Colleagues describe him as systematic in making ready a case and direct in oral argument. He prefers clean writing and has a tendency to interrupt complex regulatory schemes into discrete, manageable issues. His practice has required collaboration with technical specialists, and he often coordinates proof improvement and professional testimony when things attain formal hearings.
Mitchell has worked on matters that require awareness at each the state and federal levels. That work can range from contested permitting things at administrative proceedings to appeals in federal judiciary. He has represented public and private clients in interactions with regulators and in litigation where laws and administrative guidelines are in dispute.

He also advises clients on adherence and allowing techniques that purpose to reduce publicity to enforcement movements and to resolve disputes before they escalate.
