Kevin Burns earned a Bachelor of Arts in English from Boston University in 1970 and went on to obtain his J.D. from The Catholic University of America Columbus School of Law in 1977. His academic path mixed a liberal arts background with 3 years of formal legal training. Those years set the foundation for a long practice spanning state lines.

After finishing law program, Burns was admitted to the Connecticut bar in 1977. He is also licensed to practice in New York. Over the decades that observed, he has treated matters that required familiarity with the procedural and substantive variations among the two states. He has maintained a steady presence in Connecticut courts while taking over things that touch New York law when important.
