He is licensed to practice in Illinois and Missouri and holds admissions to several federal courts, which includes the United States District Court for the Eastern, Central and Southern Districts of Illinois, the United States District Court for the Eastern, Western and Southern Districts of Missouri, and the United States Court of Appeals for the Eighth Circuit. He has introduced arguments and filings throughout district courts and has experience dealing with the procedural needs of appellate practice in the Eighth Circuit. His work calls for attention to local guidelines and federal process, and he has spent decades developing that procedural fluency.

Klar’s background reflects an attorney who has navigated practice in multiple venues. He has controlled matters that move from state court dockets into federal court and, at times, onto appellate evaluate. That type of movement needs familiarity with differing requirements and time limits. He has been an ordinary presence in courtrooms during Illinois and Missouri.

Outside of court filings and proceedings, his practice has concerned the regimen duties of managing client communication, discovery, motion practice and trial preparation. Those duties form the backbone of any litigation practice. Over time, he has continued to build procedural knowledge and familiarity with the judges and clerks within the districts where he appears.

He continues to be active within the bar in the jurisdictions where he is licensed. Peers notice his steady presence in filings and appearances rather than public-dealing with commentary or scholarship.
